NOVAC is a national leader in community-based creative industry workforce development. Our programs are designed to connect locals to real opportunities in the film industry that will lead to real careers. Since 2007, NOVAC has partnered with federal, state and local governments, major studios, film industry unions and community organizations to open access to the film industry’s high-wage, low-barrier-to-entry careers for Louisianans and for people around the country.
NOVAC creates customized on-set community based learning programs for major studios including HBO, Warner Bros and Turner nationwide, and also works with a variety of incoming productions in Louisiana, to help them craft career readiness and educational experiences that benefit the community and fulfill the Louisiana Film Tax Credit program requirements.

NOVAC’s extensive archive comprises over 2,200 local productions, some dating back to 1972, the year NOVAC was founded. We are actively digitally preserving this priceless media content, so these pieces of local history are accessible to filmmakers and organizations.
Louisiana Film Tax Credit Career Based Learning Programs
NOVAC is an LED approved provider of community-based film industry workforce training, and would love to partner with you to help fulfill your career education requirement in southeast Louisiana. Below are the potential ways to partner with NOVAC.
Louisiana’s Motion Picture Production Program, statutorily known as Motion Picture Production Tax Credit, provides motion picture productions up to a 40% tax credit on total qualified in-state production expenditures, including resident and non-resident labor.
Provides up to a 40% tax credit (25% base credit; 10% increase for Louisiana screenplay productions, 5% increase if outside of the New Orleans Metro Statistical Area).
$50,000 minimum in-state expenditure requirement for Louisiana screenplay productions.
$300,000 minimum in-state expenditure requirement on all other eligible productions.
The maximum amount of credits that can be issued is $150 million per fiscal year.
The maximum amount of credits that can be claimed is $180 million per fiscal year.
Tax credits may be used to offset personal or corporate income tax liability in Louisiana.
Tax credits may be transferred back to the State for 90% of face value (requires a 2% transfer fee which results in an 88% net).
Qualifying productions include:
Feature-length motion pictures
Television pilots, series or movies of the week
Animated feature films
Animated short films
Webisodes or any other digitally distributed motion picture
Documentaries
Commercials
Non-qualifying productions include:
Televised news
Sporting events
Music Festivals
